
Developer CASTO has submitted a Concept Plan for a mixed-use proposal with residential, commercial and open space on about 127 acres southwest of the Rings Road and Avery Road intersection, which includes the Ponderosa Mobile Home Estates. This area is directly south of Cramer’s Crossing and will have a significant impact on our neighborhood when built. The site is zoned R, Rural. The Planning & Zoning Commission (PZC) will review the concept at the December 11, 2025 meeting and provide non-binding feedback before any rezoning request is filed. Public feedback is encouraged. In-person comments can be given at the PZC meeting or homeowners can submit their comments online by clicking here.
A future rezoning application would be necessary to accommodate the proposed development. Development with rezoning of a site is generally a three-step process:
- Concept Plan – early, non-binding feedback at the formative stage of a project (where we are now)
- Preliminary Development Plan/Rezoning – PZC review and recommendation to City Council
- Final Development Plan – final planning review and approval
